Affordable Health Insurance in Quebec

Quebec residents are covered by RAMQ for medically necessary physician and hospital care. Quebec is distinctive in two ways: RAMQ runs a public prescription drug plan that residents must be covered by, either through RAMQ or a private group plan, and RAMQ funds some public dental care that other provinces do not.

RAMQ’s public dental program covers certain services at no cost for children under 10 and for recipients of last-resort financial assistance. Cleaning and fluoride for young children are not included, and adults outside the assistance program are not covered for routine dentistry, so most Quebec adults still need private dental coverage.

Because RAMQ’s drug plan already requires drug coverage, private plans in Quebec often focus on dental, vision and paramedical benefits that RAMQ does not provide for adults. The federal Canadian Dental Care Plan is the public backstop here: it covers eligible residents under the $90,000 family-income line who have no private dental insurance, and now spans all ages.
